- IT Financial Management Review
Medibank Private Information Technology (MPL IT) engaged Hamilton Shaw Consulting to assist in developing future financial management capability through the analysis of the IT cost base, cost drivers and budget commitments for both operating and capital expenditure.
Hamilton Shaw Consulting conducted a bottom up review of all costs for MPL IT through detailed data discovery and engagement of Cost Centre Managers and key MPL IT and Finance staff. The areas reviewed include:
- Labour force cost and effort expended against key work activities (identified using ITIL)
- Third party supplier expenditure for the provision of services, hardware and software including review of key contractual terms, underlying cost drivers and total spend by service
- Owned and leased assets
- Major capital projects having an immediate and long term impact on the cost base
- Other departmental operational and facilities costs.
This information formed the basis of a revised zero-based budget, which detailed all underlying costs and their cost drivers in a user friendly, purpose built MS Access data base. This data base also included a supplier and software register for use in the contract management function of MPL IT.
Through the review process Hamilton Shaw Consulting identified a number of key areas of opportunity which range from process improvement initiatives to larger more strategic projects within MPL IT, throughout the wider MPL organisation and with third party suppliers. Hamilton Shaw Consulting is currently assisting with the implementation of a number of these.
